General Asbestos Information
1. What is asbestos?
Asbestos is a naturally occurring mineral once widely used in building materials for its heat resistance and strength. It is now highly regulated due to serious health risks when fibers are inhaled.
2. Why is asbestos dangerous?
Exposure to asbestos fibers can cause lung diseases, including asbestosis, mesothelioma, and lung cancer. Risks increase with long-term or repeated exposure.
3. Where might asbestos be found in buildings?
Asbestos may be present in insulation, floor tiles, ceiling tiles, roofing materials, pipe insulation, joint compound, and many other construction products installed before the 1980s and some even after that date.
4. Is asbestos banned in the United States?
No. While many uses have been phased out or banned, asbestos is not completely banned in the U.S. Certain regulated uses remain.

5. Who regulates asbestos in the United States and Arizona?
Asbestos is regulated at both the federal and state level. Nationally, the U.S. Environmental Protection Agency (EPA) enforces asbestos rules, including NESHAP regulations for renovation and demolition projects. In Arizona, the Arizona Department of Environmental Quality (ADEQ) oversees compliance, and locally, Maricopa County Air Quality Department enforces additional requirements to ensure safe handling of asbestos-containing materials.
6. What is the National Emission Standards for Hazardous Air Pollutants (NESHAP)?
NESHAP is an EPA regulation that requires asbestos inspections and specific work practices before any renovation or demolition. Maricopa County has its own NESHAP compliance program.
7. Is an asbestos survey required before demolition or renovation in the U.S., including Maricopa County?
Yes. Across the U.S., most states and municipalities require a thorough asbestos inspection before any demolition or major renovation to comply with EPA and local regulations. Specifically, a licensed asbestos inspector must perform this survey to identify any asbestos-containing materials (ACM) before work begins.
8. Do homeowners need an asbestos inspection before remodeling?
While single-family homeowners may be exempt from certain regulatory requirements, it is strongly recommended that an asbestos survey be conducted before remodeling to avoid exposure and liability.

9. Who needs asbestos training?
Anyone performing asbestos inspections, abatement, project design, or air monitoring must be properly trained. While Arizona does not currently require state licensing for asbestos professionals, proper EPA-accredited training is still mandatory to perform this work safely and in compliance with federal regulations.
10. Do other states require asbestos licensing?
Yes. Many states—including California, Texas, Nevada, and Utah—require asbestos professionals to be licensed in addition to completing EPA-accredited training. 16. Who is allowed to conduct asbestos inspections in Arizona?
Only EPA-accredited and state-recognized asbestos inspectors may conduct surveys in Arizona. Using an unqualified inspector can result in fines and project delays.
17. What does an asbestos inspection include?
An inspection involves sampling suspect building materials, laboratory analysis, and a written report documenting asbestos-containing materials (ACM) found on site.
